I think the goal makes sense. However, in terms of outright device failure, unless some specific HA product line offers built-in load detection as an option, and I don't know of any that do, the goal is fairly impractical for general application. Though, it might still be worth pursuing for critical functions or hard to access locations, using external monitoring solutions.
Also note that, as far as I know, there is no practical test for remaining bulb life. Incandescent bulbs (on their way out anyway) might show a change in output near the end of their lives. But, CFLs probably won't and LEDs will probably last longer than most of the members of this board - and will probably become obsolete long before they do burn out.
